listen to the neighbor recount what happened. >> i listened to girls screaming. my neighbor come across the street and i'm wondering where he's going. he goes next door to my house and i look and i see this girl. and she is just going nuts on the door. i said what's your problem, are you stuck? just open the door. she said i can't. he's got it locked. and i looked how he had it, only enough to grab the mail and close the door. and naturally you are going to pry it open. that didn't work so we had to kick open the bottom and lucky this door was aluminum, it was cheap. she climbed out. we went to my house and called 911. when the police get here, she said there is three more girls up there. >> what was your reaction on the girls' faces? i can't imagine to see the sun light? >> i knew something was wrong when a little pretty white girl ran into a black man's arms. something is wrong here.

women were discovered and a six-year-old girl who authorities believe is the daughter of amanda berry. tonight cleveland police are facing tough questions after numerous reports surfaced that they have visited the home where the women were being held in the past. neighbors told the associated press that they heard, quote, pounding on the doors and one saw a naked woman crawling in the backyard. they claim police came to the house but never went inside. for the latest on the situation we turn to fox's own, rick leventhal standing by. rick. >> we also learned that tonight cleveland police are reviewing the conduct of that 911 operator because of their failure to stay on the line with amanda berry until police arrived on scene. as you mentioned, we can confirm that cleveland police came to the house behind us in january of 2004 because of an investigation by the children and family services. apparently related to ariel castro's job as a bus driver. they came to the house, knocked on the door, there was no answer and they reportedly left.

but other neighbors claimed they called police on other suspicious activity over the years. one reported pounding on doors and another reported seeing a naked woman crawling through the yard and 8 months ago another neighbor said she was discuss special husband he pulled up in the school bus and went inside with mcdonald's food and several drinks. they came and told him not to park the bus there but never went inside. the police say there is no record of the particular calls. we can tell you the three brothers are all at county central prison. we are told they will likely be interviewed tomorrow and be likely charged by tomorrow night at the latest. and the three women are all home tonight with family members save for the first time in ten to twelve years. one other note, sean, the fbi's evidence response team is still on scene tonight, still going through the house documenting and collecting evidence and we are told also working in the

backyard possibly digging for other evidence. >> rick, thanks for being with us. joining us with the latest is former l.a. pd detective mark furman, and our annist and let me start but, mark. ten years, i'm sure there is a lot of reasons, they had the three brothers involved in the case. what's your reaction? >> well, you know, sean, when i hear this, it's bad enough when you have one suspect that actually imprisons a women and then you have multiple women and not one other brother but you have two and i kind of wonder what common thread these brothers have that taught them this kind of conduct that actually keeps them secret and keeps them using these women for ten years. i wonder if it was a father, uncle, friend or what. i mean, it's a horrific crime. the victims are going to tell the authorities exactly what took place for ten years.

>> yeah. well, i want to know as much as possible about these men. peter johnson jr., it seems like they were very close on a couple of occasions. your reaction? >> it's disturbing. there appears to be a lot of different reports, allegedly people being led around on leashes in the backyard. people at the window holding a child, banging coming from the house, and the police evidently responded but found no connection between the three women being held here for nine or ten years and those events. we know cleveland has had a problem in terms of missing persons unit in the pass. a 900 page report telling how they reformed their practices on investigating missing persons in cleveland. >> rod, from a police standpoint, when you hear that the police showed up, were there, and missed it, a lot questions are going to be raised in the days ahead. >> you are right.

from my standpoint the true american hero, as we know, is charles ramsey in this case. without hesitation mr. ramsey took action and because of his action he saved these three women. let me say this about the cleveland police department. i grew up in cleveland and i know a lot of those officers there. my family still lives there. very familiar with this area. just so the viewers know, the area where these girls are being held captive is very busy, moderate income area so it's not on the outskirts. about before we pass judgment on the police department, the main focus right now should be on whether or not there's any more victims out there. because i learned new information today, sean, in basement of the homes there's the letters rip written on the wall and that stands forrest in piece. is there somebody bury the in the backyard? >> pretty chilling and i'm sure we will know in the days ahead. why, mark furman, is there always this issue of close proximity? remember it was elizabeth smart

walking right through town at one point when they actually found her. in this case very close to where these girls were taken. >> sean, just imagine what the girls felt like. they are blocks away from their home for ten years and they are being held captive and in prison. missing persons, it's a difficult detective desk to work missing persons. 80% of missing persons are actually found, whether it's, you know, elderly or homeless or runaway child. you have to triage that. that's first. if there's no evidence, no witness of an abduction, no violence, no evidence of a struggle, there's kind of a limit to how far they can go before they get the next ten missing persons reports. so that's the catch-up investigation with a lot of these calls. they just can't keep up on them

forever. >> peter johnson jr., what are we looking at legally? >> we are looking at an awful lot. a lot of interrogation, a lot of investigation, a lot of different grand juries probably and a lot of internal looks at what cleveland was doing in light of this nine or ten-year inability to catch these guys if, in fact, they are the ones who will be convict the. >> rod, final word some >> cane tell you from reading reported to the police have continuously been looking for the three girls. the case that comes to my mind is the case of jeffrey dalher in minnesota when he was keeping the little boys. it was the same thing. police had been to that house. mark fur someone correct when he said these cases are very touch and go. from a police investigator's standpoint they can be kind of touchy but i think the police department will continueally investigate it and find out if anybody else is involved.

>> this is a fox news alert. three ohio women are finally safe tonight after being held captive in a cleveland home for nearly a decade. joining me live from the scene is cleveland city council member brian kummins. he was at the hospital last night and he's spoken to a number of neighbors today. welcome to the program. >> good evening. >> i know a lot of the neighbors are happy. we have to worry about the long-term impact effect, difficulties, trauma that these

girls have faced. what are the people saying about the neighborhood? what are people saying about the castro brothers? >> well, you know, things have turned quite quickly from overjoy, population generally speaking, to concern, frustration that we weren't getting reports quick enough. there is actually kind of returning to joy and really hoping that these victims can recover. there's a lot of effort and discussion in the street about what it's going to take for them to get the proper counseling, the support. we are setting up a bank account hopefully tomorrow in terms of a donor's fund. it's really moved from overjoy, frustration, anger. we are really on kind of a roller coaster here. >> what are people saying about the day-to-day, i mean, i have neighbors talking about the castros, especially the one brother in particular, that he was going to local bars, local restaurants, singing karoake,

hanging out with ariel castro, that he seemed ordinary, in this is a shock to people. what are you hearing? >> yes, we are hearing the same thing. there are some legal records relative to his activities years ago in terms of potential violence, domestic violence, et cetera. that's coming out in the media reports right now. castro family itself, you asked, just at the corner of the street up here is sethy castro, a rock of the community, one of the first my grants to come from port -- puerto rico and he's devastated relative to his nephews being involved in this case. i think it's actually one part of the issue of the investigation, is that there is a lot -- a lot of family and a lot of records that the list are going through right now.

>> thanks for being with us. we appreciate it. we will talk to one of the neighbors in a little while. first joining me on the phone to update us on the condition of the three victims, a spokesman for the metro health medical center where they were treated." dr. christine alexander is with us. thanks for being on board. >> thanks for inviting me. >> what can you tell us about the condition of the three girls? >> at this point, as i'm sure has been mentioned throughout the day, the intimate degov burned the hippa laws. they were brought to the emergency department after anywhere arc usually escaping and being discovered and they were seen, evaluated and treated and discharged from our system. as of this morning, early morning hours, they have been released from the system. >> we are going to talk to some medical experts coming up later

about issues like posttraumatic stress disorder, the trauma they have been through, the long period of time. all these things that these girls now are going to have to go through in their readjustment. is there anything that we can say in terms of how happy they were? was there an appearance of relief in terms of the girls, this horrible chapter living had this house of horrors now being over? >> i was not the physician who treated them directly when they were in the emergency department. but i think, you know, having dealt with these situations over time, i think the emotions really run a full gamut. there is anything from relief to anger to joy, you know. it really is a whole variety of emotions that people will experience. you know, we see a lot of trauma patients in our hospital, we are the regional trauma center. we see people emotional,

physical, rapes, et cetera and we are used to taking care of people who have undergone a variety of trauma and the responses to that really are varied. some of it relates to what were they like as people before they had this experience, what they experienced while they were in captivity, and that really shapes how they respond to it. go ahead. >> all right. i appreciate it, doctor. thank you for your insight. thank you very much. when we come back, a neighbor who knew the perpetrator, saw him out often in town. we will give you insight into who the person was. and next, how are the suspects in ohio able to conceal the three women for almost a decade. we have a panel of experts weighing in. tonight fox news has obtained written testimony of what the whistleblower will say tomorrow at the blockbuster benghazi hero.

psychotherapist mr. ludwig and stacy. guys, good to see you all. you wonder, posttraumatic stress disorder, stockholm syndrome, and i'm not judging this, but if they had a chance to leave, maybe they don't know what to do because they have been so traumatized. >> absolutely. >> such a horrific crime committed against them. >> and obviously there was sexual abused, they could have been physically abused, they could have been threatened that their families would be harmed if they tried to get out. there's a learned helplessness that happens when you are abduct the. >> and none of which is their fault. >> this is an appropriate psychological response to an unusual and cruel and sadistic situation. >> how difficult will the transition be for them to get, quote, a normal life again? ten years, is it possible? >> this will be with them the rest of their lives. when someone is abducted, it

cleveland. my kids, i have 11 children, a couple of them know the girls. and back when this all took place i had -- the one guy that they were living in his house from the bar scene. different bars throughout the city that he had went to. at a police diagonal from burger king where amanda berry worked, we were in there in there one night and the subject came up about amanda and i said my kids new her, but i said there's three of them that are gone and they are all from the same area. i said this ain't a random thing, this is somebody that is taking all the girls. >> and you also saw this guy -- >> sure enough. >> you saw castro, apparently he went to the same bars, restaurants, a karoake bar you have been quoted where you saw him? >> absolutely.

he's been to combinations, he's been to the beehive, and i've seen him off and on. not a buddy type thing but when you see people in the bars you shake their hands,, what's up, how are you doing, stuff like that. and to be honest with you, you would never have expected him to have done or even to be doing anything like this. he wasn't an ugly guy so you would never think that anything that he did -- that he did something like this. put it that way. >> when you saw him what did you think of him? what can you tell us about him? what was he like when he was out and about? >> a friendly guy. he drank with his friends and they danced. you know, he danced with other people, other girls. like i said, nothing ever let on that, you know, anything like that was even possible. that's how it is in this world. you never know.

>> that bar was located directly across the street from burger king from amanda was taken? >> yeah. it's a restaurant that is open -- used to be open 24 hours. they still might be. everybody, when they left the bars, would go to demitri's or there was a couple other spots but demitri's was diagonal from burger king. >> and your children also went to school with amanda and the other two, correct? >> absolutely. absolutely. >> what did they say about the girls? >> they liked them. my son, brian, talked about her. my daughter rochelle and crystal and a couple other ones, they said, dad, we know these girls. so with them telling me different things and how the girls were, you know, loveable, kind, sweet, that sort of thing, and then what you hear on the news and what people say, it's like, you know, it's

unbelievable. because i can't see them getting in a vehicle without at least knowing the person, you know what i'm saying? if you hear my kids talk, that's the type of girls they were. so knowing that, and when the subject came up in demitri's about all that was going on, that's why i had said it's got to be one person. it can't be no two, three, four different people. it had to be one person that had these girls. >> randy, thanks so much for being with us. >> i'm glad i was right. >> i'm glad we found them. i wish we had found them earlier. obviously it will be very tough for them. appreciate it. let me ask you, bill stanton, you are hearing all about these guys. it's almost hard to believe. you have followed a lot of tough cases in your life. how hard will it be for these girls? >> i look at them almost as p. o. w.s. ten years. already knows the atrocities put on them, the filth and the three of them.

and they felt they were doing these girls a favor but they are filth in my opinion. i disagree with dr. ludwig that they will get rehabilitated anytime soon. >> i didn't say anytime soon, i said it was possible over time. that anytime soon. >> possible over time with a lot of therapy. >> with a lot of therapy and help. >> human interaction, a normal relationship. it will be very hard. my apology. >> it will be challenging. >> you come at this from a criminallologist standpoint. obviously a lot of crimes have been committed here. >> correct. >> what are they looking for? what are list look for in terms of the case? it's obvious that they are guilty. >> we have to keep saying alleged until things shake out. i'm very interested in the interrelationship between these three brothers. we have the number one suspect, mr. ariel castro, but we have two brothers. that in first they all knew about it.

maybe there's three victims and three suspects. maybe each one of them had their girl? we've seen this with sexual captives in the past. the captors look at them, if you will forgive the phrase, sex on a shelf. it's there for them whenever they want t they can ignore it, they can keep it chained up and it's easier than buying it off the street. and after a while a certain amount of comfort with that lets them give the girls more freedom. we've seen this before and they count ton that stockholm syndrome. they count on the idea they have completely tortured the girls into submission to give them more and more freedom. it's a miracle that amanda berry had a psychological snap where she broke from that. >> it's difficult. but i don't think people understand. i think you are really right, this is like being a prisoner of war, and they are so psychologically beaten down it took a great act of courage for her to push out of there. >> what will be interesting to see is the protocols over the

testified, quote, what difference does it make. let me role this tape. >> the fact is we have four dead americans. was it because after protest or was it because of guys out for a walk one night that decided they will go kill some americans. what difference at this point does it make? it is our job to figure out what happened and do everything we can to prevent it from ever happening again. >> does it make a difference to know the truth? >> sean, hillary, she asked a question. if she asked that question of me, you know for six years i was an administrative law judge, and credibility is the issue. i would say what difference does it make? credibility. because in a courtroom situation, we have a rule that says if a person's testimony is proven to be false in any part, the rest of their testimony is to be disregarded on that subject, and that's basically what we have here. the difference is credibility. >> they screwed up. they denied the request, the multiple requests for help
